What a standing rule is

Reversible runs, irreversible asks

A standing rule is a standard change its owner approved once. It runs only within its caps, never in a booked meeting or a change freeze, and halts after runs that are unable to complete. Each rule declares its way back: Undo where the action truly reverses, Roll back where the previous state is kept, nothing where it ends as it started, and a person's confirmation every time where it cannot be put back.
